New applications may be held for review, but no new affiliate will be approved under the expiring 30% schedule. Approved participation is expected to reopen September 1 under the 20% program.

The August 1 notice explains the new eligible plans, 30-day attribution window, 30-day commission hold, $50 payout threshold, and treatment of a qualifying subscription established before the effective date.
